The U.S. EPA recently posted a new YouTube video. It’s not about the dangers of climate change, or mercury, or any of the many other depressing topics the EPA has to address. Instead it’s about renewable energy, and specifically about voluntary Renewable Energy Certificates (RECs).
Titled RECs: Making Green Power Possible, and produced by the EPA’s Green Power Partnership Program, the high-quality video is an uplifting story of how we can each contribute to saving the planet by promoting renewable energy and purchasing voluntary RECs.
There’s just one small problem with the message. It’s grossly misleading at best – and an outright fabrication at worst.
Look, we may love renewable energy and be happy to do whatever we can to support the transition to a low-carbon economy. But that shouldn’t include supporting marketing schemes that don’t result in lower carbon emissions. There is absolutely no evidence that the voluntary REC market has led to lower carbon emissions through the production of more renewable energy. Indeed, published analysis suggests that REC prices would have to be 10x–15x higher to make a difference in wind or solar farm investments. Investment decisions are being made on the basis of falling costs, renewable energy mandates, portfolio standards, and renewable energy tax incentives — not the possible future sale of RECs to voluntary buyers at a very low price.
This isn’t an issue where one can point to dueling economic analysis. On the one side there are anecdotal arguments about the impacts of RECs, mostly from people with an interest in REC markets. On the other is peer-reviewed analysis concluding that the voluntary REC market has been a non-starter when it comes to incentivizing more renewable energy projects. The argument EPA makes in its new video is hope-based, not fact-based. To be sure, the video is in principle correct that if “enough people” were to buy RECs it might drive REC prices high enough to make a difference in renewable energy investment decision-making. But how many buyers would still be buying RECs once they cost 10x-15x as much as they do today, and no longer offer an almost costless way for companies to claim being “green?” Probably not “enough.”
Environmental commodity markets can be an effective tool for advancing environmental, energy, and climate change objectives. But there are three problems when it comes to RECs as an environmental commodity market:
- First, as already noted, there’s no evidence the REC market is encouraging more renewable energy.
- Second, markets aren’t inherently “good.” They have to deliver social value. If the REC market isn’t resulting in more renewable energy, where is the value?
- Third, why limit the sale of “good deeds” to RECs? Why not allow bike commuters and nuclear power plants to sell their CO2 “reductions?” Just for fun, I’ve roughly quantified in the attached figure a variety of already happening (business-as-usual) reductions that could in principle be monetized through environmental commodities markets. Billions of tons, billions of dollars, what’s not to like about such a market? Only that it would make no actual difference in emissions or to impacts of climate change.
The issue here is one of environmental accountability. I sometimes hear that “climate change is too important to bother with questions about exactly what works and what doesn’t – we need to be doing everything we can.” Seriously? Has it really come to that kind of argument?
The questions of “will it really work” and “did it really work” ought to be the two most frequently questions when it comes to any proposed climate change initiative. EPA may not think so when it comes to RECs, but if we’re at the point where optics and process matter more than results, then the battle against climate change is already lost. Let’s not give up quite yet, and let’s not delude ourselves that the voluntary REC market is “working.”
